Back yard pools are everywhere in Los Angeles, from Valley ranch houses to hillside decks, and every one of them needs a barrier that meets California's Swimming Pool Safety Act. The enclosure rules are in Health and Safety Code section 115923. The fence must be at least 60 inches tall, with no more than 2 inches of space underneath and no opening a 4-inch ball could pass through. The outside face cannot have anything a young child could use to climb.

The gate is where most pool fences fail inspection. It must open away from the pool, close by itself and latch by itself, and the latch has to sit at least 60 inches above the ground. If a block wall or the house forms part of the enclosure, we check each side, because a low wall or a climbable planter next to it can undo the whole barrier.

On a hillside lot, the fence may also sit near a slope or a retaining wall, which changes how height is measured. We sort that out at the estimate. If you are building a new pool, plan the fence with the pool contractor early so the equipment access is left open until the dig is done.
